This article shall be construed to secure the beneficial interest and purpose thereof,
which is the protection of the health, welfare and safety of the general public through
the adoption certain enumerated amendments to the administrative provisions of the
Florida Building Code that are more stringent than provided by state law and serve
to provide for the safe construction, erection, alteration, repair, securing, and
demolition of any building in the unincorporated areas of the county.
