§ 5-339. Meetings of board; records.
(a)
The board shall hold not less than six (6) regular meetings each year. Special meetings of the board may be called by the commission, the chairman of the board, the secretary of the board, or upon the written request of any four (4) members of the board. Any board member or alternate member who absents himself from three (3) consecutive meetings without just cause will automatically terminate his appointment.
(b)
Five (5) members of the board shall constitute a quorum for the transaction of business at any meeting, and the vote of a majority of such quorum shall be sufficient for formal action by the board; provided, however, that if at any meeting there shall be less than a quorum, the majority of those present may adjourn the meeting from time to time and place to place. Alternate members shall be entitled to vote on any matter coming before the board in the event the vote of such alternate member does not make the total vote on any matter exceed nine (9) votes. The chairman, or in his absence the vice-chairman, shall designate which alternate member or members may vote on any matter in the event such designation is necessary to maintain a maximum of nine (9) votes on any one item.
(c)
All minutes and records of the board shall constitute public records.
