§ 2-94. Limitation upon powers.

The housing finance authority of the county shall not transact any business or exercise any powers under the Florida Housing Finance Authority Law until the board of county commissioners passes a resolution declaring the need for said housing finance authority to function to alleviate a shortage of housing and capital for investment in housing in Polk County.
