The provisions of this division shall apply to all persons using the water resource
for lawn irrigation, landscape irrigation, and related outdoor water uses such as
car washing within the unincorporated areas of the county, whether from public or
privately owned water utility systems, private wells, private connections with surface
water bodies or reclaimed water. At times deemed necessary by the county manager as
a result of hydrological conditions in the county (such as a surplus of reclaimed
water due to excessive rainfall), any restrictions pertaining to the use of reclaimed
water for irrigation, more stringent than those mandated by state and federal agencies,
may be relaxed.
