§ 12-72. Jurisdiction; legislative intent.

(a)

This article shall be known and may be cited as the "Polk County Water and Sewer System Regulatory Ordinance."

(b)

The regulation of utilities is declared to be in the public interest, and this article is an exercise of the police power of Polk County for the protection of the public health, safety, and welfare. The provisions of this article shall be liberally construed for the accomplishment of this purpose.

(c)

This article shall supersede all other articles on the same subject.
