The purpose of this article is to promote the health, safety, and welfare of the public
by regulating the installation of, operation of, and connection to certain utility
systems, including potable water, wastewater, and reclaimed water. This article shall
also ensure that the Polk County Comprehensive Plan is implemented so that land development
shall not be permitted unless adequate capital facilities with the appropriate levels
of service exist, or the construction of which is assured, with the developer bearing
a proportionate financial share to install new or expanded capital facilities required
by such development. In the event of a conflict between the provisions of this article
and the Polk County Comprehensive Plan, the Polk County Comprehensive Plan shall govern.
