§ 11-23. Private solid waste management facilities.

No person may construct or operate a landfill or other solid waste management facility, and no person shall allow the recycling or disposal of solid waste on their real property, without first obtaining all of the necessary permits and approvals from the local, state, and federal agencies with jurisdiction over the proposed facility and the proposed activity. All such facilities shall be constructed and operated at all times in compliance with the applicable rules, regulations and ordinances of the county, in addition to all other applicable laws.
