§ 10-99. Generally.

Prior to conducting any mining activities, the prospective operator shall apply for and obtain approval from the board of a conceptual mine plan which addresses the entire mine project site. The operator shall also be required to apply for and receive annually or biennially, an operating permit for the specific mining unit in which mining or reclamation activity is to occur during the next permit period.
