This article shall apply to all applications for conceptual mine plans and annual
operating permits for phosphate mining, debris mining, and phosphate processing operations
conducted within the unincorporated boundaries of Polk County, filed on or after the
effective date of this article. No phosphate mining, debris mining, or phosphate processing
operation may be conducted within Polk County except those which are authorized by
a valid permit issued by the board.
All provisions herein shall apply to all applications for amendments to conceptual
mine plans submitted under Division 2, section 10-102, herein, whether or not such amendments apply to permits issued prior to the effective
date of this article.
