This division shall apply to members of the general public, who may be referred to
as guests, entering or using any environmental land but not county employees and county
authorized vendors, volunteers, and similar persons whose duty it is to manage, operate,
oversee, repair, or govern the environmental lands, or the use thereof and who are
acting in their official capacity. This division shall not apply to events sponsored
by the county.
